Do Legit Telephone Companies Count?

2 years ago I was offered thru my local electric company a chance to switch to a different long distance carrier.

My phone bills dropped by over 1/2. I called them last week to see if a person had to actually use the electric company to use their service and they said no that anyone could use it.

Would this be an appropriate offer to post?

I'm no expert on this, but it seems like it would be a good deal if it's open to anyone.
