Well, that all depends.
You need to start by registering your business through all the applicable government agencies (typically you need to file with the state/county, and with the federal government). You need a re-seller license from your state so that you can legally resell and charge tax as well.
A word of caution though: The PC business is cut-throat. The only real profit anymore is in high-end custom computers, but many other companies realize this and are now a dime a dozen. On top of this, your profits are quickly eaten up by warranty work, customer support, and all of the like. Just remember that once you sell the computer, you aren't off the hook. You've got to warranty it, and you'll get lots and lots of calls from your customers. It's a very big commitment.
If you want to do it as a bit of a hobby, it's not a bad route. Just don't expect to see really huge profits quickly; beacuse you won't! My company specializes in components only; and even there the margins are slim. We've made very little selling custom built computer. On the other hand, we don't advertise for them on our website, they are more of a special request thing.
In any case, getting a PC business together is a lot of work upfront, and there isn't a ton of money to be made. So you'll have to find something that sets you apart.
