Resizing images

I have an image I want to use as my avatar here, but not sure how to resize it. If I send it to someone would someone mind resizing it for me please?

Or of a program I could use to resize it...really like the image, blue swimmin fish and all

just open it in paint. then go to image on the main toolbar and either go to stretch/skew (if you want to change it by a certain percent), or attributes (if you want to set an exact height and width.

g-smooth is on a distinguished road
You can try a graphics viewer program that resizes/resamples images. Also it has some image manipulation capabilities. The Irfanview program is freeware.
