Whoever you "elect" to make up the rules. If someone didn't, there would be no order and no civilization as we know it. I presume it's based on common sense.....

who made the law?

common sense? everyone has a different type, some say death penalty is right for murderer others think it's wrong, so what is no right and what wrong?

Bible verses on justice...

Deuteronomy 32:3-4 For I proclaim the name of the LORD: ascribe greatness to our God. He is the Rock, His work is perfect; for all His ways are justice, a God of truth and without injustice;
righteous and upright is He.

Isaiah 9:6-7 Speaking of Jesus... For unto us a child is born, unto us a son is given: and the government shall be upon His shoulder: and His name shall be called Wonderful, Counsellor, The mighty God, The everlasting Father, The Prince of Peace. Of the increase of His government and peace there shall be no end, upon the throne of David, and upon His kingdom, to order it, and to establish it with judgment and with justice from henceforth even for ever. The zeal of the LORD of hosts will perform this.


JUSTICE...

1. The quality of being just; conformity to the principles of righteousness and rectitude in all things; strict performance of moral obligations; practical conformity to human or divine law; integrity in the dealings of men with each other; rectitude; equity; uprightness.

2. Conformity to truth and reality in expressing opinions and in conduct; fair representation of facts respecting merit or demerit; honesty; fidelity; impartiality; as, the justice of a description or of a judgment; historical justice.

3. The rendering to every one his due or right; just treatment; requital of desert; merited reward or punishment; that which is due to one's conduct or motives.

4. Agreeableness to right; equity; justness; as, the justice of a claim.

Justice is rendering to every one that which is his due. It has been distinguished from equity in this respect, that while justice means merely the doing what positive law demands, equity means the doing of what is fair and right in every separate
case.

In order to distinguish what is right or wrong you have to have one defining "thing" that establishes that. What that is is different to everyone. God would be what sticks out most in my mind.
