I was with you until here:

They think there would be fewer of them to feel sorry for if the government did not encourage the proliferation of the least fit among us with welfare programs.

The Republicans are more interested in the "individual" than "the group". Thus, it is fair to read into their philosophy that one (an individual) should move from a place with no jobs to a place where there are jobs. Rather, now we have people (as a poverty group) sitting around for generations and years waiting for industries to come back and hire them that are long gone.
Funny how it was for the common good (the group) that we bussed children into schools for de-segregation, but we won't bus these same people (as individuals) to where there are jobs, and yet we have 20 million illegal aliens (a group) gainfully employed who thought nothing of traveling thousands of miles from Mexico and beyond (as individuals).
Now, the Democrats pushed "the group":
Welfare; de-segration, quasi-citizenship for illegals.
And the Republicans push the individual:
If you want to stay there and starve, fine; You want to go to a different school, move to a new area; You don't want to pick tomatos or wash dishes, will find someone who will.
That's my take on it anyway...
