How intriguing.... It's a scholarship contest to decode a page of... well, code and then you submit it to see if you can win.

It would be an interesting short-term project to take on, trying to decipher what the heck it says.

I think there are tips on that site... look at the links in the upper right-hand corner; they lead to pages with clues on how to decode it.
