Deny, deny, deny. He/She may be honest, but the -2 rating doesn't come from misunderstandings.
PayPal's policy states that if a buyer files a complaint for non-receipt, you have to provide a tracking number. Even if the buyer didn't pay for it, you should always use Delivery Confirmation. If they say they didn't get it, even if you have the USPS receipt, you can't prove they received the item. PayPal then "decides" that they are entitled to a refund. They then place a hold on your account until you refund the entire charge. It's only a matter of time before this loophole is taken advantage of, if it hasn't already. All someone has to do is file a claim, and if you have no tracking number, you will have to refund the money. Or close the bank account attached to the PayPal account, because I'm sure after a few days PP will just take your money. But even then you're considered wrong by PP.
*Edit- PP's policy also states that you must ship to a Confirmed address to be covered by their Seller "Protection" policy. They are not a bank, they are a transfer service.
