There should be a folder called options in windows folder. That will have a sub folder called cabs. All installation files are there.
Copy them to a zip drive or burn to a CD and install.

What exactly do you want to do? Do you want to copy os preinstalled, or do you just need the cab files as shahani is suggesting?

From his language it seems he wants to copy not install. Of cource, that will not be feasible so I suggested he install 98SE from the cab.

You can do a hard drive to hard drive copy by putting new drive in the old machine, booting windows and copy all files except for Win386.SWP to the new hd.
This will work, but it's not reccomended as all the drivers were setup for the old hardware.
Brings up a new question: Why do you want to do this?

The setup files are usually in the folder called cabs, you need all of them.
And, yes you can run setup using those files, but you will need the serial number to complete the install.

Windows98 will re-load all drivers on another system if you copy the files from another machine, it takes a while but works.
Windows XP will not do this, you will get errors at boot
