Can the returned goods, like video cards be advertised and sold as new?
I plan to buy Radeon 9500 non pro, so I want to know what's a chance of getting a returned card (and therefor nonoverclockable one...)

slim to none...most of the returned products will be sent back to the manufacturer to be replaced with new..

You can buy repackaged stuff all day long at any of the Fry's Electronics stores---they give it a glance over at the return counter and re-shrink it...

Best Buy & Circuit City also resell returned items as new.
I have on more than one occasion opened a product at home only to find a completely different product or plainly abused product sealed in there just like it was new from the original MFG. I don't believe for a moment so many MFG would have such occurances. But rather BB & CC selling repakaged items as new. And THEN you get to get treated like the thief when you return them...just a lovely experience all-together!
I believe such fraud deserves jail time, but that's because I purchase so many items and have had it happen so often, I am plain sick of it.

I wasn't aware of Best Buy and Circuit City doing what Fry's considers as common as drinking water, now I don't trust any walk-in store!

I can say that even though I've had a huge amounts of headaches from online vendors, the walk-in record is no better.
