Hey,wt:

Let me see what I have here to put together. Of course, this would be all brand new components. I do have a retail-boxed P4 1.6GHz. The only kicker is the XP Home license. I just got one in, but that alone was about $68. Does she need a floppy drive? KB/M? Would a 40x CD-ROM suffice?

You might find a Dell deal w/ rebates. I'll see what's being offered.

pending on what she would be using it for I would go with an AMD system as you would be able to get alot more bang for the ol $.

How low is "low end"?

i would say just get a dell or gateway i seen add on tv for 499 and thats with a monitor i think . why bother with barebones and build it the rest of the way then you have to do tech support
tech support for friends and family is the SUCK..
or go to pricewatch.com . i found a amd 1700 for 209$ add OS u want thats 300 $
also found another with 98SE for 220$ and one with XP for 229 $
i did a search for complete system under amd 1700

That one looks pretty good for its price. I know Dell has been dropping its prices lately, check them out, might be able to get something good.

Floppy ($5 used) Modem... dirt cheap even new....

I ASSUME that most people could install a new modem.
