Newegg charges a restock fee if you aren't willing to get a replacement of the same item if it is defective and instead want a refund. If you want a replacement of the same item, the only additional cost is for you to ship the item back to them. It's in the fine print when you order.

All this seems very reasonable to me. Some stores will never give you your money back, instead will just repair/replace the item only. In any case, you *DID* read the terms of service before you ordered, didn't you?
Now, as for the restrictions on CPUs (physical damage), you have to understand it's amazingly easy to screw up a processor on the install (especially if it's an AMD chip). This, and the fact that shipping an OEM processor can be troublesome, is why I always buy the retail versions of the processor, which are guarranteed to be packed correctly and have a three year manufacturer's warranty.
