Judging from his name, I would guess he was from the Middle East, and there are no Middle East countries on that Paypal list (well, Israel...). Most stores have no interest in dealing with the hassle of customs, duties, and whatnot-a lot of good stores (such as Newegg) won't even ship to Canada.
