We were recently sent a link to this forum. After registering, I wanted to set the record straight from our end on Tampa Exchange/ Exchange-USA.
For starters, X-Change Reciprocal Services is in no way involved with the fraud being performed by Tampa Exchange/ Exchange-USA.com.
We are a market exchange maker for a number of stored value digital currencies... E-Gold, EvoCash, Netpay, etc.
Our correct website is

Our base of operations is in Reno, Nevada.
We have no affiliate companies operating in the State of California, and we are only licensed for business in the state of Nevada.
What Richard Manning and Tampa Exchange have done is prayed upon the ignorance of the internet shopper. We have been a victim in this as well. It is a clever web of misinformation that they have created, so in all likelihood, Richard Manning is just a case of identity theft... another red herring.
DO NOT UNDER ANY CIRCUMSTANCES SEND FUNDS ANYWHERE FOR FURTHER CREDIT TO THIS COMPANY'S ACCOUNT.
In the E-Currency world, all transactions are final. Once an account has been funded, the only way to get funds back is to have the account holder return funds to you. As an exchange maker, we sell E-Currencies with a percent fee, so we are simply account holders with larger balances, who trade our E-Currency for an equivalent amount of US dollars, or visa versa. When someone sends a check, it includes instructions "For further credit to account #XXXXXX." We deduct our fees and make the respective E-Currency transfer to the customer's account.
Due to the nature of most E-Currency companies, it is pretty easy to set up a fake account as these companies don't require identification. This is where the fraud begins. The beneficiary could be Puff the Magic Dragon,
I'm not sure where the counterfeit check notion comes into play, but it is not an issue, not if the checks are made payable to us (or any market exchange maker for that matter) for further credit to an E-Currency account.
If anyone has any additional information concerning the whereabouts of these thieves, we'd be largely greatful for any information you might share.
