I tried contacting newegg.com on phone and I have a surprise message "newegg.com is closed today; We work Mon-Fri 8:30am-5:30pm US pacific time".
I filed a RMA request. I hope I can find someone at newegg to hear me.

A newegg customer service representative calls me at home and promised to send a replacement CPU. My hopes about NEWEGG.COM are going up.

I received a replacement processor sent by newegg.com to me by overnight Fedex service. However, the package is in the same condition. I haven't seen a retail plastic packaging with open plastic layers, that are then sealed using a glue. I'm not sure if this is a resealing process by newegg.com or if it is AMD's original packaging.
Can someone confirm if the AMD retail plastic packaging for the CPU, on the edges, looks like there are two layers of plastic which can be pulled apart. However, one cannot pull them apart because they are together because of a glue.
I would appreciate a response from people who had bought AMD retail processors earlier.

This information is mainly for people who are ordering a retail Athlon XP cpu (or any other AMD cpu retail package) for the first time.
Newegg.com promptly replaced the processor within two business days. The replaced package had the same features as the first package i.e., it looked like someone opened the package and put it back with a glue. However, when I went to CompUSA to check the AMD retail packaging, I observed that "AMD packaging looks like an opened package that was put together with a glue", which is exactly what I received from newegg.com. Newegg.com sent me a correct item the first time. However, some service representatives at newegg.com could not understand what I talked about.
I think I'll buy again from newegg.com. The fault was mainly due to my ignorance (YES it is very true), some misinformation from the newegg customer service representative, and BAD packaging by AMD.
