Compared to the lower end systems, sure. However, there are many builders that have systems with discrete, gaming-class video solutions that are more than suitable for gaming and are under $1,000. We have a few models ourselves.

The three best builders I found in my search for a new system were Puget Computers, Maingear,and Maxforce PC. I don't think you could go wrong with any of them. Your decision depends on what price and type of system you're looking for.
I have seen some of the complaints about Ibuypower, but I purchased from them in March and had no issues aside from the status not being updated in real time.

I couldn't have purchased the parts for the computer for anywhere near the price that ibuypower sold the system. They used quality parts (such as an EVGA GTX 285) for no extra cost. They seemed pretty responsive when I contacted them about a broken power button on my case about 4 months after purchase (an issue with the NZXT case that I chose-multiple posters on the manufacturer's forum had the same issue).

Ibuypower was prompt in handling the issue and even sent the entire front panel by 2 day shipping. I realize that my experience may be better than average, but I'd purchase from them again.

If you live near the bay area in CA, I can strongly recommmend QES computers in Pleasanton. They have amazing customer service, provide lifetime free support with 1 year parts for their systems. The price is a bit higher than a home build, but much less than a Gateway/Dell/HP, etc.
