Wrong.
Although paypal will help you out more than other forms of payment. you can still get scammed very easily without getting your money back. How? Heres how it works.
Scenario A
You pay ABC Electronics for a camera that cost $200. ABC Electronics receives the money and never sends you anything. You then file a dispute and will win and you will get your money back if ABC Electronics has $200 in their account.
When people try to scam others, Usually the goal is to make money. There would be no other point to take someones money and then just let it get reversed. Which is why the scenario above is very unlikely.
Scenario B
You pay ABC Electronics $200 for a Camera, ABC never sends the camera then you file a complaint. You win the complaint with paypal, but then are informed that ABC's account has $0 in it because they cashed out before you disputed the charge. So even though you win the dispute, you are still out $200.
Scenario C
You use your credit card via paypal to send ABC electronics $200. You then realize ABC has scammed you. Now after this DO NOT file a complaint with paypal. Instead file a "Charge Back" with your credit card. Once you do so, you should receive a refund within a week. A lot of banks do this much faster, some even within 12 business hours.
Why do a charge back instead of a dispute?- Chargebacks are resolved in days, not weeks and your bank actually has customer service
- You bank is much more likely to side with you than paypal.
- You receive you money back regardless of what the seller has in their account.
Just though i would point this out as i have seen way to many times a customer assume that since they are using paypal that they are safe. This just isn't the case. In fact it is much easier for a scammer to get away with your money by paypal than any other electronic commerce payment types (Credit card, e-Bank Draft, m-payments) How ever, if you use you credit card, you should have no problems at all.
