Can someone please check this store shopkami.com and let me know if they are a scamer?

From their FAQ Payment sections:

This is one time process for new customer.

Fax or email to us to confirm your order:
1) The front of your credit card showing your full name and the last four digits. Please blank-out all other data.
AND
2) Copy of the latest front page of a credit card bill/statement OR utility bill that show your name and address and last 4 digits of your credit card number, and full billing address. Please blank-out all other data.

It is safe to send us these information as you already blank-out all the confidential information. This is verification process is necessory and one time process for new customer. However not all new customer will need to go through this verification process, if we never received the information requested in 7 business days the order will cancel and your credit card will not charge.
This would enough for me to RUN FOREST RUN.
