The first step would be to file a complaint with the
BBB. This will take thirty days to complete and the BBB will work as a mediator in this process. This will also show that you attempted in good faith to resolve the issue if you have to move one to the next step. But, more info may be needed so see the next paragraph.

You should have a return address, hence a way to do a reverse-address look-up. this will give the name and phone number associated with that mailing address, if listed with the any number of phone company's. In simple terms it allows you to get the name and phone number for a given address.

A chargeback is when you file a dispute for a charge with your CC company. If your CC company concurs that the purchase may be fraudulent, say for false advertising or a defective product, then the CC company will reimburse you and charge the merchant back, hence the term 'chargeback.' Per

Since the box you where told would work did not, the box did not work as promised. Therefore, IMO you have every right to file a dispute. You should contact your CC company about this but I would give the BBB a shot first.
Your third step would be to file a complaint with the
Office of the Attorney General- California, but that should be your last choice.
On a side note. I would never deal with this merchant as no contact info or physical location is apparent. IMO this company is hiding for some reason, therefore, I'd like that return mailing address for recording reasons. It may help in the future.
