Help with getting money back w/ paypal purchase

Hi i recently ordered an M3 SIMPLY(device for NINTENDO DS LITE) and i received a confirm of payment being sent to the buyer on paypal and got the receipt #. However they are taking so long, for instance i have an account on their site (us.gameyeeeah.com) and on "my orders" there is NO item under that list despite paypal stating they have received my payment. I also got an email from one of their REPS to confirm my payment was received i emaile dthem about 5 times and they replied. COINCIDENTLY when i email them about my refund they dont reply at all and its been a day, my other emails took about 1 or 2 hrs to get a reply.
How do i make a complaint on paypal to get my money back?

First if i might ask for more information. The date and appx. time of purchase, and if you fund your paypal account with your credit card or bank account. If it is a credit card and you dont recive it you can always dispute the charge.

i completed the order on feb 25,2007, what is appx? i bought it at.. 4:19 pm, i used my credit card to pay.

Going by the forums a 20 to 30 day wait before you get your product is normal. I have before bought from china off ebay and always got what i bought within 10 days so it does seem like a long wait. Thats even if the site is legit. If you dont recive it you can always dispute it with paypal or your credit card company.
