From my experience and hearing about other's experiences, I am positive credit card customer service people chose who they give breaks to and who they don't. If you usually carry no balances and have a good credit rating, they are more likely to give you a break, otherwise they will not. If you are carrying a large balance they can ream you on and think you can't afford to pay it off, they will not give you a break. I am sure they are trained to do this and their computer systems prompt them on what to do for each customer on an individual basis.

Cornstalk, you have a good point, however, that only works for a while until your customer base erodes. I had a very large balance at that time and Chase cancel the additional fees and maintained the interest rate.

Some cards have or are moving away from universal default penalties, which is good.

SShaboat and Kuulei: Fortunately, I have not run into the same problems as you thus cannot relate personal experience on the matter, but you might have recourse if you are willing to do some legwork.
