Sorry, but I've seen a couple of dozen sites with that exact same FAQ section in the last year or two. I just figured it was time to break it all down.
I'd say it's a scam.

Oh, 'Texas Arai' (The address in the WhoIs info) is a company that was recently bought out by another company called 'Tenaris', both seem to be involved in the steel pipe/oil industry or some such.

Pretty much means the address in the WhoIs is fake and I'm willing to bet the phone number is too.
