Safest wat to E-bay and shop on line?

I was searching the internet for the safest way to shop on line and I came across this board, so I decided to join.
I was going to open a new bank account and tie a debit card to it and keep the account ballance to a minimum. The bank rep. told me that was no go, she told me that if the debit card got stolen the theif could over drawl the bank account and becides that, a debit card does'nt give you the same protection as a credit card.
So I guess I will open a small bank account (to get varified for PayPal ) and try and find a creditcard that I could keep the credit limit low. I remember hearing about a card that would send you an e-mail every time it was used. Then I would know right away if someone used the card. If I could find that, it would be great.
Any advice or other options would be great!!

Pretty much all credit cards have a $50.00 out of pocket limit if you loose your card or if it gets stolen. They also offer insurance to reduce the 50.00 to zero.....
