Kids cisnet desktop computer

Looking to buy my sister a solid but inexpensive desktop. I have been looking for weeks. Dell seems to have the best prices for the product. I saw this Cisnet computer at Staples, and it looks like it uses good product. But has anyone had any experience with this brand? Should I avoid? It sells with monitor for $499 details below:

This Cisnet PC and monitor package includes: Intel® Pentium® 4 Processor 515
• 1MB L2 cache, 2.93 GHz, 533MHz FSB
• 256MB DDR RAM
• 80GB hard drive
• DVD±RW and CD-RW combo drive
• 56K (max) modem
• 10/100 Ethernet card
• 17" CRT monitor (16" viewable)
• 7-in-1 card reader
• Windows® XP Home Edition
