For under $100, that pretty much rules out the current top-of-the-line Intel 875P chipset, unless your friend wants to spend around $25-$50 more.
If staying with the Intel chipsets, that pretty much leaves the 865 series or the 848P taking advantage of the 800 MHz FSB and Prescott support, most of which won't support onboard RAID, if that's important. Some in the 865PE line will, however, or your friend could add on a PCI RAID card. You can find many 865 series or 848P chipset MOBOs in the $60-$100 range, with worthy models from Gigabyte, MSI, Asus and Soyo, if your friend wants to try a mild overclock. Intel brand motherboards are stable, but the BIOS options are very crippled, pretty much ruling out overclocks, since you had mentioned that capability.
