It means they are going to charge you 59.98 for a 1 year warranty drive that normaly costs 12X.XX but it has various rebates that reduce it to 59.98 for a drive that still only has a 1 year warranty.

Look closely, you would be better off spending a little more to get that real 3-5 year warranty.
