My 10 year old's PC had the lsass.exe loop... tried various fixes given above, but no luck. In my case, that file must have resided in a specific bad sector of her Seagate hard drive. Seagate tools couldn't repair, so I zero-wrote the drive and ran the Seagate drive integrity check, and landed up reinstalling OS, apps and games. I installed a new, second drive, and Ghost her original drive to this new, backup drive.
