The server is not in either mode per say it just allows clients that are trying to connect in passive mode to connect. By checking that box you are just allowing the clients the alternative of connecting in passive mode.

I am going to guess no (though I have never tried it.) but I say this simply because it is asking for an IP. Don't be worried about having to manually change that IP the FTP server will automatically update that IP address for passive mode for you.
