sounds like a cable to me. If your onboard audio device displays the same symptoms as your PCI sound card(which they more than likely use different drivers) the only common piece they share would be your cables. I bet if you plugged in headphones it would sound great. I would check first your signal cable from your sound card/jack on back of your PC.
