XP logon pic quality

I use LogonUIbootrandomizer to take my 100 or so pictures and make a random the background when I login. Not the desktop background, the actual logon background and that's it. I make the logons myself.

My question is, if you look at the picture in windows, it looks fine, when when you see it as a logon it is extremely "grainy". Really...pixeled. Do you know why windows would do this? It's like it turn the quality down, or some filter isn't on.

I'll see if I can get a screen shot of it.

Thanks
