Or the problem could be just a basic setting.

Try changing the RAM for an older chip. Seriously, that was the problem I had just a couple weeks ago. The RAM wouldn't run at PC 100 and the mobo defaulted to PC 100.

Had the same "fans work, mobo light works, but no beep and no boot..." symptoms, so maybe its something similar for you.
