This is really going to vary greatly amongst the ISPs. I know with my cable provider ATTBI they openly invite us to run a small business from our web pages. Naturally they start charging for used bandwidth if the business grows to such a level that it's using massive amounts of throughput. But that limit is pretty high. All in all they are very lenient with this policy.
