Also remember that any question like this has the tendency to start arguments and cause division...and that scholars have studied the Bible for centuries now and even they dont agree about many points...usually if there was a really clear cut yes or no answer, then there would be no controversy or disagreement about a subject.

personally I would recommend people to be baptized simply for the reason that the overwhelming number of cases in the new testament shows baptism and also...simply "what do you have to lose?". if a person really wants to show they have a new life and are giving their lives to God etc, seems like baptism wouldnt be too much to ask.
