it's an error caused by IPSEC service at boot up. This is what the service properties says: "Manages IP security policy and starts the ISAKMP/Oakley (IKE) and the IP security driver.","if the service fails, the computer will restart. Recovery actions are not supported for this service". It's automatic startup, reason why it keeps rebooting. I had to reinstall windows again. Hopefully the boys at MS will make a patch for this another little annoyance.
