Because when you installed 2000 you broke Windows XP's boot loader. It is booting up using Window's 2000's boot files but does not have a proper boot.ini file so you end up only being able to go into 2000 instead.
It now has to be repaired by booting to the Windows XP cd and running a "Repair" in order for you to access Windows XP.
Traditionally the older OS should be installed first. There are ways to get around that without having any problems, but since you've already installed both OS's you'll now need to repair XP. A repair will restore the Windows XP boot files and will create a correct boot.ini file so that you can properly choose which OS to boot to.
The Home Edition CD will not work. A repair is virtually a reinstall except that it will keep all your settings and files.
