Solution
This has been verified as a solution for the mspaint/jpg problem on a Windown 98 machine:
locate any .jpg file on your computer
click it once to highlight it
hold down the shift key and right click on the jpg
select "open with ..."
find MSPAINT
click OK
close MSPAINT
you can now save in jpg format using MSPAINT
