I'm not sure I understand your description of the minor problem.
For myself, when I switch on the computer and switch it off within a matter of seconds, the powering down happens only after 15 seconds. So there is a "wait" state of 15 seconds before all the lights go out. That's the scenario for me.
Generally, when I switch on the machine and want to switch it off, I would do a "proper" shutdown. That is, I go to START|SHUTDOWN. When the SHUTDOWN box comes out, I click OK to do a "proper" shutdown. There are good reasons for doing this. The "proper" shutdown prepares the machine for powering down. It closes any application, dlls, etc., that may be hanging around and ensures that your hard disk shuts down safely.
