From my experience and hearing about other's experiences, I am positive credit card customer service people chose who they give breaks to and who they don't. If you usually carry no balances and have a good credit rating, they are more likely to give you a break, otherwise they will not. If you are carrying a large balance they can ream you on and think you can't afford to pay it off, they will not give you a break. I am sure they are trained to do this and their computer systems prompt them on what to do for each customer on an individual basis.
