Acually, under Federal Law all you have to do is report your card stolen to your bank within 30 days and you don't have to pay for any fraudulent purchases.
If your bank doesn't cooperate, simply go to
http://www.FederalReserve.gov and file a complaint against your bank with the nice folks at the Federal Reserve.
Your bank will be explaining their un-lawful actions to the fed.
You'll be suprised how quick the issue gets resolved.
