This is a synchronization issue between stores that are listed at Shopping.com and stores that are rated at ResellerRatings. We're working on synching things up so that each store will display the proper ratings graph depending upon whether or not the store is rated here. Not every store that lists their products at Shopping.com is rated at ResellerRatings and there won't be any "blank rating pages" here until someone wants to rate the store and thus decides to add the store to ResellerRatings.
